Dr. Hill is a licensed clinical psychologist with a strong passion for using psychological evaluation to unlock a client’s inner strengths and help them realize their full potential. She holds a Bachelor of Arts degree in psychology from the University of Texas at Tyler. She obtained her Master’s and Doctor of Psychology degrees in clinical psychology from Argosy University – Dallas in 2006 and 2008, respectively. She became a licensed psychologist in the state of Texas in 2011.
Dr. Hill has worked in a number of multidisciplinary settings, including in-home services, community mental health, private practice, nursing healthcare centers, and acute, short-term care, and rehabilitation hospitals. She is also experienced with in-patient settings, as she has been a program coordinator and interim superintendent of a short-term residential treatment center for youth involved in the juvenile justice system. In this role, she chaired a committee developing the first long-term girls' residential treatment center in Dallas.
Dr. Hill specializes in assessing a number of behavioral health concerns across the lifespan, allowing her to work with children, adolescents, and adults. Her primary goal is treating the whole person to maximize a client's potential, as her evaluations and resulting recommendations are relevant, understandable, and useful for those involved by highlighting the system's strengths, as well as areas for growth.
Dr. Hill opened Hill Psychological Services, PLLC in 2017 to further her passion of serving her community and increasing accessibility to quality behavioral healthcare. With over 20 years of experience, she brings a sense of skill and compassion to her practice that embodies felt trust and acceptance, creating an environment in which clients can become their best selves.

Dr. Sibert is a school psychologist who, through her work as chief intern for the Child and Family Wellness Center led by youth and adolescent clinical psychologist Dr. Adolph Brown III, developed a love for working with youth. She earned her Bachelor of Arts in 2000 at Hampton University in Hampton, VA. She continued her graduate studies at Argosy University – Dallas where in 2008 she obtained her Doctor of Psychology in clinical psychology.
Dr. Sibert has worked for the last 20 years evaluating and providing therapeutic treatment for children and adolescents with behavioral health concerns, including at-risk youth in the juvenile system and children in the CPS/foster care system. For the last 17 years she has completed psychoeducational evaluations as a school psychologist for a large independent school district. She brings all of these experiences together to provide comprehensive psychoeducational and clinical evaluations that are usable to clients to meet their ongoing educational and life needs. She is devoted to providing quality behavioral healthcare to the individuals and families she serves.

Cindy Bullard is a Licensed Professional Counselor and Licensed Chemical Dependency Counselor. Cindy received her Master’s degree in Clinical Mental Health Counseling (CACREP accredited program) from the University of North Texas at Dallas. Cindy has experience working with a diverse population, including individuals, groups, adolescents, couples, and families. She has experience working with crisis, trauma, sexual abuse, substance abuse, anxiety, depression, anger management, grief, suicidal ideation, LGBTQIA+ topics, physical violence, and co-occurring disorders.
Cindy has experience working in intensive-outpatient, residential, behavioral health hospital, and private practice settings, providing both in-person and virtual therapy. Cindy utilizes an eclectic therapeutic process to assist clients, including person-centered, CBT, and solution-focused therapy, as well as trauma-informed practices. Cindy works to create a therapeutic environment that is comfortable and allows individuals to safely explore their vulnerabilities. She believes each individual is different and deserves unique care based on their needs. Cindy also believes every individual should be met with non-judgment and provided a space that allows every part of them to be seen and celebrated.

Tonya Shields is the HPS executive assistant. Her 20 years of experience as a behavioral health office manager have left her with a voice of calm appreciated by clients, helping set the tone for the level of care they will receive. She is adept at navigating within the insurance industry and takes care to aid in this process. She is passionate about helping others and uses her skills and knowledge to help streamline the treatment process, allowing clients to focus on their healing.
